United Nations International Children's Emergency Fund (UNICEF)

Siaap was invited by UNICEF between October and December of 2007 to evaluate their PMTCT programme in Kyrgyzstan, Central Asia. Interviews were held with key informants, select sites were visited and a seminar was conducted with the Ministry of Health, Kyrgyzstan. A report was submitted to UNICEF with key recommendations.

World Health Organisation - Global Program for AIDS (WHO- GPA), Geneva

In collaboration with WHO, Siaap set up India's first model VCTC (Voluntary Counseling and Testing Center).

AIRTDS, Tenali BIRDS, Karnataka

STI Counselling was taken ahead by AIRTDS in Andhra Pradesh and BIRDS in Karnataka in collaboration with Siaap.

Family Health International (FHI), New Delhi

Siaap worked with FHI to develop a set of protocols for counselling children affected by, vulnerable to, and living with HIV in India.

Netherlands Stichting Gestalt Foundation (NSG), Amsterdam

Siaap has worked with NSG to strengthen its capacity as a training agency for HIV counsellors in India.

Center School for Counselling Training (CSCT), London, UK

In order to integrate the component of supervision into all of our training programmes, our staff was trained in the certificate course on ‘Supervisory Skills and Theory’ through affiliation with the Central School for Counselling Training, London. This helped Siaap set up a system of supervising counsellors in Tamil Nadu.

New Entity for Social Action (NESA)

Siaap was contracted to evaluate NESA in Bangalore, working in the area of Human rights with special focus on Dalits. NESA’s HIV programmes located in the states of Tamil Nadu, Andhra Pradesh, Kerala and Karnataka. Assessment of the organisations involved, their outreach performance, impact among the community members and the integration of the HIV/AIDS activities as a part of their regular programme.  Over 13 sites in Tamil Nadu and Karnataka covered by 10 organisations were evaluated during this process. The report was presented by Siaap, during the NESA’s Annual convention at Hosur.

McFerlane Burnet Institute, Melbourne, Australia

Tamil Nadu State AIDS Control Society (TNSACS), Chennai

In collaboration with TNSACS we placed counsellors in the STI clinics in the state  We were panel member in recruiting counsellors for the State.We were invited by TANSACS to monitor the PPTCT centres in the state of Tamil Nadu. The Siaap team visited sites on a regular basis: assessed the quality of counselling and testing, adequacy of supplies/consumables, client flow management, support for PLHA and for urgent issues functioned as a bridge between the site and TANSACS for speedy redressal.

Siaap assisted with monthly reviews of the counsellors along with the Project Director-TANSACS, UNICEF and provided technical inputs based on their needs.

AIDS Prevention and Control Project (APAC), Chennai


Siaap evaluated APAC supported Voluntary Counselling and Testing Centres (VCTCs) in 2006 based on pre-determined criteria such as involvement of the Project Holder, quality of counselling, testing and documentation including data, involvement of the Medical Officer, infrastructure and other relevant parameters. All VCTCs were graded on a five-point scale and a report with recommendations was submitted to APAC.

We were selected by APAC to build capacity, guide, monitor, evaluate and report about the NGO-based VCTCs and those in select private hospitals in Tamil Nadu and Pondicherry.

National Commission for Women (NCW), New Delhi

Societal Violence on Women and Children in Prostitution - a study conducted by Siaap for National Commission for Women in the years 1995-1996.  This report evolved after personal encounters and meetings with over 2000 women in prostitution in different states of India, consultations with NGOs and activists, surveys conducted by National Commission for Women and review of Indian and international research and literature on this issue.  Siaap played a major role in the completion of the study and in bringing out the finding in the form of a report.

Child Abuse and Prostitution in Tamil Nadu: This study was conducted by an organization of women working in prostitution – Women AIDS Action Development Society, Trichy: in collaboration with SIAAP for National Commission for Women.

Community Health Education Society (CHES), Chennai

A collaboration between Siaap, CHES , Tamil Nadu Dr.MGR Medical University and the Macfarlane Burnet Institute for Medical Research and Public Health, International Health Unit came out on a Report of situation analysis using participatory qualitative research methods to gather information that would help to inform the implementation of strategies to reduce the risk of mother to child transmission (MTCT) of HIV; identify the main needs of women and their families in relation to prevention, care and support; and identify gaps in services currently provided.
